About this Project

The Menominee Indian Tribe of Wisconsin and Menominee County are working together to plan for the future of key sites in Keshena and Neopit. This effort focuses on reimagining underutilized land to better serve the community, support local businesses, and create new opportunities for housing, jobs, and services.

This work builds on prior economic analysis that identified over $300 million in unmet local demand, highlighting strong opportunities to grow and keep more economic activity within the community .

Through this project, two sites will be studied and developed into clear, actionable plans that can move toward real investment and development

What is SPARC?

SPARC (Strategic Planning and Action for Revitalizing Communities) is a hands-on planning approach that focuses on turning ideas into real, implementable projects.

Rather than creating plans that sit on a shelf, SPARC focuses on:

  • Identifying real opportunities for growth
  • Engaging the community directly in decision-making
  • Creating clear, step-by-step plans for development
  • Connecting projects to funding and implementation tools

In Menominee County, SPARC is being used to help shape the future of key sites so they can support local businesses, housing, jobs, and community spaces.
